After the recruiter has agreed on all the details of the new hire, on the first day of work, the new employee becomes the responsibility of HR. Why is this so?

Everything is explained by the main responsibilities of HR:

  4. tracking colleagues' loyalty to the company and working with feedback

Why is a recruiter confused with HR? What is the difference?

There is chaos, as the abbreviation "HR" is often used synonymously with "recruiting", and some companies may add recruiter responsibilities to HR. That is, one person covers both the issue of hiring and supporting an employee in the company and there is an overlap of functions (for example, there is a position of Human Resource Generalist).

Lack of awareness of the difference between recruiting and HR functions also causes confusion. Why can't HR be a recruiter and vice versa? Formally, of course, it is possible, but there are nuances. HR specialists do not always have the skills necessary to effectively search for and evaluate candidates, and recruiters do not have the relevant knowledge and experience to manage the company's personnel.

So, the main difference is that recruiters help to find and hire the best candidates for vacancies, while HR specialists help to create a positive and productive work environment for employees. We would add that for the best efficiency of your business, it is better to separate these roles, because the better your employee specializes in their narrow area of responsibility and is not scattered over a large number of tasks, the better their productivity. This factor cannot but affect the positive development of your company.
